If you're talking about someone in NYS, the maximum allowed to be garnished in 10% of pay, unless it's child support, which is 25 percent, with state and federal limitations where anyone making below 30 times the Federal minimum wage cannot be garnished or around $210.00/week.

You can try to levy the persons bank accounts, but I got a deadbeat at my business under garnishment that closed up all his accounts, and uses a "check cashing" service instead.

A woman who worked for me has $200,000 in judgements, couldn't get her salary garnished because she made less than $200/week. She has no bank accounts, and her daughter leases the car that she drives around in.

All creditors could do is send an annual "information subpeona" to me asking about her current salary, and cancelled checks for her last two pay periods. She has since retired on social security which couldn't be garnished either.
