I've had some success finding that occasional "essential to find" person, for personal service in lawsuit or as a key witness whose testimony was wanted, etc.
I've used and been OK with KnowX.com as they've performed for me and their prices are within reason, but it's been some time ago so you should check various search cos and their prices and terms.
