You are correct. A judgment creates a lien against any RE the judgment debtor owns in the county where the judgment is recorded. If you know your judgment debtor has real estate in other counties, then you also need to record your judgment in each county where the debtor owns real estate.

If your debtor moves out of state, you can domesticate your judgment in the "foreign" state and attach his out of state non-exempt assets.
