The answer to your Q depends on which state you are located, first and foremost. Each state has different laws and proceedures on collection law.

Judgements DO mean something. Always obtain a judgment. Always get the judgment CERTIFIED in the county obtained and any county where the debtor lives, moves to or owns or may own anything, including the county where they work.

The more collectible your former tenant, the more likely it is you will get paid. Those that are self-employed are hard to collect from. Those that have a dependable W-2 type job, are much easier. In most cases, if you put enough pressure on them, they will pay, either voluntarily or via the court order and enforcement proceedure.

The more that you know about the legal proceedings and are able to enact pre-se (without the services of an Atty), the more likely you are to collect your money. So it comes down to learning the system in your state and implementing what you have learned. If you are determined to get your money, you stand a decent chance. For many LL's the time involved is too great and they tend to write it off to get the experience behind them. It is up to you as to your success here.
