window gates in NYC ??

Does anyone know if landlords are required by law to put window gates on windows that have fire esacpes in NYC??
I have gates on the ground floor apartments but someone told me that they need to be sone new gate without locks. Not sure about that...
But what about the second and third floors? The windows themselves on the fire escapes have locks on them. By law must I also install gates?
