You need to find out what comparable properties have actually sold for - what people ask has no relevance whatsoever. You would offer 70% of that number minus all repair costs. Your offer could be less than half the asking price. You may want to track price drops on the properties and see which ones go down on a regular basis - these might be motivated enough.
