So, if the lender can limit the money paid out then how would a 3rd party investor fit into a short sale when he does not BUY the property? On the HUD1 or off?

I ran into a couple deals where a 3rd party is negotiating the short. I suppose they will be buying the property themselves (at a discount) or receiving close to nothing as a 3rd party in the event the price isn't low enough. Not sure.
