The ownership transfers via title just like a car. To be safe, I would suggest you meet the seller at tag office and transfer the title there. This way you make certain you get title and not snookered in case the seller has gotten a replacement title etc.
Electric in my area of NC usually runs $17 to $30 to turn on depending on which company services that area. These wonderful companies have a monopoly on your area and yet they are now charging 2 to 3 times the average electric usage for that home. The last one I paid was over $600 deposit. I have done business for over 7 years with these companies and have a perfect track record with them. They don't care, the charge everyone these outrageous fees now. I never paid a single deposit until they started these policies.
I usually only use about $35 per month during a rehab of a home yet the electric company still charges me as if I would use $200 or more.
I turn off the water heater and furnace (except during the cold parts of the winter and then just leave it as low as possible).
