first, we are talking about a HR bill passed by a thin margin. The HR can pass anything they want, even banning Christmas and anointing Obama the second coming of Christ. the House is almost always going to be more conservative or more liberal than the country at large, and the federal body politic in specific. its the nature of the game, with individual districts, and gerrymandering of district line-drawing. both parties do it, so I'm not being partisan. as a result, California produces some of the most radical librals and also, ironically, the most radical conservatives (remember B-1 Bob Dornan?). Texas does the opposite (compare Tom Delay with Sheila Jackson Lee---possibly one of the most breathtakingly stupid human beings ever elected to public office)

the Senate will not pass this bill, and it will most likely die in committee. expect fierce objection from all but two Senate Republicans, and a hoard of Dems as well. Both Dems from WV will vote against (coal mining), as will both from Arkansas, Nelson from Florida and possibly both from Colorado (hard coal mining is a big deal in CO). and lets not forget our buddy in Alaska (Begich) who got his position thanks to a liberal media parade and crooked prosecutors (as you recall, the convictions were thrown out and the prosecutors publicly flogged by the appeals court----unfortunately after the 2008 elections).
