A local Title Co could answer your questions about this quickly.
Whereas a forreclosure of 1st would eliminate a 2d and prevent that 2d note holder from being able to foreclose on his 2d, it would not eliminate the 2d and only a discharge in bankruptcy could do that.
If your situation were here in State of WA I'd feel comfortable in proceeding with my own deed of trust non-judicial foreclosure.
